REGULAR MEETING – September 27, 2023

The Regular Meeting of the Board of Directors of the Eastern Allamakee Community School District was held at the Kee High School Board Room N110, Lansing, IA on Wednesday, September 27, 2023, at 7:00 pm.  The meeting was called to order by Bobbie Goetzinger, Board President. Upon roll call, the following responded, namely: Tony Becker, Bobbie Goetzinger, Melanie Mauss and Arla Wagner.   Absent and not voting Kelli Mudderman.  Also present were Dr. Sarah Murray, 7-12 Principal, Superintendent, and Michele Martin, Board Secretary.  Visitors:  None

AGENDA ADOPTION:  A motion was made by Wagner and seconded by Becker to approve the agenda as presented.   The vote was all ayes.  Absent and not voting Mudderman.  Motion carried.

PUBLIC COMMENT:  None

AUTHORIZATIONS: Becker moved to approve the September consent items, minutes of the August meeting, bills for September, Secretary’s Financial Statement, Student Activity and Food Service August Reports.  Wagner seconded. The vote was all ayes.  Absent and not voting Mudderman.  Motion carried.

APPROVE 2023 ALLAMAKEE COUNTY HAZARD MITIGATION PLAN:  Corey Snitker reviewed the 2023 Allamakee County, Iowa Multi-Jurisdiction (MJ-7) Multi-Hazard Mitigation Plan. The Resolution of the Eastern Allamakee Community School District Adopting the referenced plan was approved. The vote was all ayes.  A motion was made by Mauss and seconded by Becker to approve and adopt the resolution as presented.  Absent and not voting Mudderman.  Motion carried.

APPROVE CONTRACTS, RESIGNATIONS AND TRANSFERS:  A motion was made by Becker and seconded by Wagner to approve contracts for the following positions:  Michele Gallagher, Teacher Aide, John Grampovnik, Junior High Girls’ Volleyball Coach, and Ray Garin, Bus Driver.  The vote was all ayes.  Absent and not voting Mudderman.  Motion carried.

APPROVE 2023-2024 RETURN TO LEARN PLAN:  A motion was made by Wagner and seconded by Mauss to approve the 2023-2024 Return to Learn Plan.  The vote was all ayes.  Absent and not voting Mudderman.   Motion carried.

APPROVE 28E AGREEMENT WITH DECORAH COMMUNITY SCHOOL DISTRICT – EASTERN ALLAMAKEE COMMUNITY SCHOOL DISTRICT SHARED SPECIAL EDUCATION FACILITATOR:  A motion was made by Becker and seconded by Mauss to approve the sharing agreement with Decorah Community School District for Special Education Facilitator.  The vote was all ayes.  Absent and not voting Mudderman.  Motion carried.

REVIEW AND APPROVE PURCHASING REGULATION POLICY 705.1R1:  A motion was made by Mauss and seconded by Wagner to approve the Purchasing Regulation Policy 705.1R1.  The vote was all ayes.  Absent and not Mudderman.  Motion carried.

ADMINISTRATIVE REPORTS:

Dr. Murray reported that Homecoming 2023 was currently underway.  Progress reports went out and new staff are doing a great job.  IROC Web Design Services was contacted about updating our school website.  Dr. Murray reviewed the costs involved for this transformation. The Board was in favor of starting the process of updating the school website.  Childcare and before and after school care continues to be an ongoing need in this community.  Dr. Murray shared some of the community’s concerns and solutions.

ADJOURNMENT:  Wagner made a motion to adjourn, Becker made the second and the meeting adjourned at

8:18 p.m.  The vote was all ayes. Absent and not voting Mudderman.  Motion carried.
