REGULAR MEETING – September 19, 2022

The Regular Meeting of the Board of Directors of the Eastern Allamakee Community School District was held at the Kee High School ICN Room N110, Lansing, IA on Monday, September 19, 2022 at 7:00 pm.  The meeting was called to order by Bobbie Goetzinger, Board President. Upon roll call, the following responded, namely: Tony Becker, Bobbie Goetzinger, Melanie Mauss, and Arla Wagner via Zoom because of illness.  Kelli Mudderman was absent.  Also present were Dr. Dale Crozier, Superintendent, Donna Thomas, Elementary Principal, Michele Martin, Board Secretary, and new staff members, Susan Pitzenberger, Nell Hogan, Theresa Havlik, Kathy Ehlers, Hud Johnston and Ashton Kolsrud.

AGENDA ADOPTION:  A motion was made by Becker and seconded by Mauss to approve the agenda as presented.   The vote was all ayes.  Absent and not voting Mudderman.  Motion carried.

PUBLIC COMMENT:  None

AUTHORIZATIONS: Becker moved to approve the September consent items, minutes of the August meeting, bills for September, Activity and Food Service August Reports.  Mauss seconded. The vote was all ayes.  Absent and not voting Mudderman.  Motion carried.

AUDIENCE:  Several new staff members met the Board and shared their positions.  They all commented that they are having a good year and a good teaching experience at Eastern Allamakee.

Test Score Review:  Donna Thomas presented on the District’s Test Scores to the Board. She showed the variance between 2021 and 2022, and the decline and recovery from COVID 19.  Overall test scores have recovered significantly from the pandemic year and continue to be above the state average in overall scores.

Allamakee County Mitigation Plan:  Corey Snitker was unable to be at the meeting and the presentation was tabled to a later meeting.

APPROVE CONTRACTS FOR THE 2022-2023 SCHOOL YEAR:  A motion was made by Mauss and seconded by Wagner to approve the following contracts for the remainder of the 2022-2023 school year.  The vote was all ayes.  Absent and not voting Mudderman.  Motion carried.

A motion was made by Becker and seconded by Mauss to approve the resignation of Luke Steiber, custodian. The vote was all ayes.  Absent and not voting Mudderman. Motion carried.

RENEW STAFF AND CLASSIFIED HANDBOOKS:  Certified and Classified Handbooks were discussed and reviewed by the Board.  Dr. Crozier explained that there were no changes in the certified handbook from 2019 and the only change in the classified handbook was the payrate for the bus activity route.  He further explained that it would be good for the Board to update the handbooks to show that they were reviewed in 2022.  There was a motion by Wagner and seconded by Becker to approve the review and revision.  The vote was all ayes.  Absent and not voting Mudderman.  Motion carried.

APPROVE BUS LEASE RENEWAL:  A motion was made by Mauss and seconded by Wagner to approve the renewal of the bus purchase agreement and agreement to lease three 66 passenger busses, and one 77 passenger bus from Hoglund.  This will include the complimenting financial lease agreement and contract approval from Santander Bank.

The vote was all ayes.  Absent and not voting Mudderman.  Motion carried.

ADMINISTRATIVE REPORTS:

Principal Thomas reported that she will be involved in chaperoning of the Spanish Club trip of 2023 to France and Spain.

Donna Thomas and Dr. Crozier reported that they would like to advertise for a full-time paraprofessional who would also be qualified to supervise wrap around care for students at New Albin from 3-6 Monday through Thursday, and Fridays.  This would be a second shift type position and be integrated with reading and special education needs when the person is not supervising wrap around services. The Board’s consensus was to move forward with this plan.

Dr. Crozier reported that the Return to Learn Plan does not need to be revised by the Board again as long as the Board is satisfied with the current plan, and this may continue indefinitely.  The Board’s consensus is that they are satisfied with the current plan.  Crozier also reported that bids are being reviewed for entry way doors in New Albin, and new doors on the south side of the Lansing Center near the business office.

ADJOURNMENT:  Wagner made a motion to adjourn, Mauss made the second and the meeting adjourned at

8:07 p.m.  The vote was all ayes. Absent and not voting Mudderman.  Motion carried.
